California PUC Ruling Boosts Solar Industry

The solar industry scored a major win Thursday when California regulators more than doubled the number of homeowners and businesses who will get full financial credit for the surplus electricity that their rooftop panels produce.

The California Public Utilities Commission unanimously approved changes to a policy known as “net energy metering,” which allows solar system owners to cut their utility bills by receiving credit for any excess electricity they send to the state’s power grid.

The California law that established net metering set a limit on the number of people who could qualify within each utility company’s territory, a limit the Legislature later raised. The utilities commission on Thursday changed the way the limit is calculated, greatly expanding the pool of people who will be eligible in the future.

San Diego – Foreclosures Increase from December to January

Both completed foreclosures and the number of San Diego property owners who started the foreclosure process increased in January from the end of 2011, but those numbers are down compared with figures from a year ago, real estate tracker DataQuick reported Tuesday.

San Diego County recorded 726 foreclosures in January, up 2.3 percent from December but down 24.3 percent from January 2011, the latest numbers show. The county’s peak was 2,004 in July 2008.

The movement of foreclosures, which depend on the banks, have long been erratic. But by analyzing the average number of foreclosures in certain time increments, it appears that foreclosures may be easing.

The same thing may be happening with notices of default, the documents that signal the start of a foreclosure.

There were 1,407 default filings in January, up 13 percent from December but down 9.1 percent from January 2011. The county is about 63 percent below its default-notice peak of 3,832 in March 2009.

DataQuick analyst Andrew LePage said the short- to mid-term view of the distressed market in San Diego is “cloudy.”

San Diego’s Solar Report Card

San Diego leads state in solar power generation.

City limits had 4,500 grid-connected installations as of August, analysis reports.

San Diego generates more power from grid-connected solar panels on residential, commercial and government buildings than any other city in California, according to an analysis released Tuesday by the Environment California Research & Policy Center.

The study heralds San Diego’s role as a leader in the deployment of rooftop and similar on-site solar installations. There were more than 4,500 solar installations within city limits as of August 2011, ahead of runners-up Los Angeles and San Jose, the analysis found.

“San Diego has been an early and consistent leader in terms of embracing robust solar policies,” said Michelle Kinman, co-author of the study.

The report focuses on solar photovoltaic systems mostly owned by ratepayers or third-party financing companies, as opposed to electric utilities. Data were provided by state regulators, the state’s private and public utilities and the California Center for Sustainable Energy, which administers state solar initiatives in the San Diego area.
