SDG&E’s Solar Rate Plan Sidelined

State regulators on Wednesday turned down a proposal to charge solar customers substantially more for their use of the distribution grid, citing possible inconsistencies with state law.

The ruling on behalf of the California Public Utilities Commission sent SDG&E back to the drawing board as it seeks to recover more infrastructure costs from customers who generate their own electricity but still use the grid. California’s two other investor-owned utilities, Southern California Edison and Pacific Gas and Electric, filed as interested parties to the case.

The underlying issue of who pays for infrastructure costs as more utility customers generate their own energy from the sun, wind and other renewable energy sources could eventually wind its way to the state legislature.

San Diego is blessed with tremendous solar resources. Our climate and the way our region’s energy use peaks during hot afternoons make San Diego ground zero for the nation’s solar revolution. The energy source is clean and has tremendous environmental benefits.

California’s current solar marketplace on its face is pretty simple. Customers invest in a rooftop system, connect to the grid and the meter spins backwards when they are producing more power than they consume. When the sun goes down, they use the grid and the meter spins forward. At the end of the month, the utility gives solar customers the energy credit, and they pay the lowest tiered energy costs for the power they draw from the system.

Owners of rooftop solar installations are bracing for substantially higher monthly electricity bills under a proposal by San Diego’s utility monopoly to overhaul the way it charges customers of all kinds.

San Diego Gas & Electric asked regulators this month for permission to bill customers separately for use of its distribution grid.
